Properly sets prefix when using publish as draft.

Added two new permissions to items:

This allows you to separate item editing from attachment editing.

If you set the limit as unlimited, it will just follow the normal item editing time

Error shown if "Delete own item attachments" is No/Never

Error shown if allowed, but time limit expired
